Disability Determination Services (DDS) DDS is the state agency responsible for determining if a claimant meets social security’s medical rules for eligibility for disability benefits. Each state has at least one DDS office. DDS is responsible for making the medical determination at both the initial and Reconsideration stages. These agencies are federally funded. The decision by DDS is based on medical records from both the claimant’s personal doctors and in most cases the reports received from a Consultative Exam. DDS makes their determination and then transfers the case file back to the Social Security local branch office.
